Pj placing made easier

Is there a plugin where a player can place a small box and it places a Pumpjack the goal is to not have to use a survey charge and placing the Pumpjack easier with functionality with the remover tool.

I want it to be able to be used by a admin via a command so I can giv it to a player based on my choosing.
