They shoot, they hit, but no damage is done.  

I'm running NextGenPVE and no other problem with any other NPCs damaging players.

You may need to ask in NextGenPVE for any optional settings you may need to set/remove as i am assuming there using the same hook calls as TruePVE to be compatible.

It worked before the TruePVE patch.  I don't know why I have to go to the NextGenPVE developer to ask why your PAID plugin doesn't work.  It's not their patch that broke it.
