Supported RaidableBases and ladders

Regarding RaidableBases, I've encountered a collision with ladder settings. If RaidableBases is enabled and ladder blocking is also enabled (RTM) in RTM, it overrides the RaidableBases settings (having its own settings). In my opinion, ladder blocking for RaidableBases should be disregarded, and the settings should be controlled by RaidableBases configuration.

RaidableBases have own config with: "Allow Players To Use Ladders": true/false.

Ah! It works but with notification from RTM about block action. Interesting...

Just disable this function in RTM, then everything will work correctly.
