Config for Skinner

Hello, I find your plugin great. But I have a problem. I would like to install this skinner (https://codefling.com/plugins/skinner), but I can't get it to work. Is it possible at all?
I have unfortunately not so much experience with it and hope for your help.

I just can't get it to run. I always get a message that I don't have permissions. Writing config has never been my thing, but I really want to use this plugin. I also wanted to integrate a store, but since I can't get the skinner to work, I'm thinking of using the plugin as is. With the Skinner, it is about me that when the players click on it, that then opens the skin menu. (/s) would be the command in the chat

I deleted it out of frustration and put the default config back in. I must first enter again
