Players can't place ladders.

They were able to about a week ago and now on this one particular nightmare base they cannot.  Any ideas as to a way to fix this?

ok so this is only happening on the nightmare bases.  all the profiles are set the same as far as the ladders are concerned but i was able to place ladders on all the other difficulties bases.

what does it say

when i try to put a ladder up it tells me i need building privileges

disable Require Cupboard Access To Place Ladders in the nightmare profile
