What is the syntax

An example of what I want it to say on completion of event is below

What is the Syntax I would use to send a Message "say Congratulations {steamid} for completing the {"Preset Name":} Armored Train Event -  {Eco prize money}.

The message is configured separately in the Lang file

Only there is no information about the event preset
