NPC not spawning

downloaded the map and found all friendly npcs not spawning ? also powerplant keycard room well all key card rooms are just open?

Hi you need to make sure you have the rust edit extension installed 

i do and it loads in and says the rust edit is working, scientists work and animals just not shops or key card areas

I will test it out on my server 

What keycard areas are not working for you ? Everything seems to be working fine for me 

the blue one that is usually  powerplant?

but yeah no mater what i do no shops or friendly npc work

same as water treatment plant there is no elevator only able to use the stairs and the green and blue key buildings the doors are just gone 

I suggest you wipe your server and try again . I dont have any of these issues my end 

Changed Status from Pending to Not a Bug

i have wiped it twice and reloaded started server from scratch, removed all other plugins.. so stress really apricate the help. im using empower servers if that changes anything?

also this is at the large farm every wipe is the same i habe NPC working now after another 2 wipes

I will fix this now . Not sure why you are having issues with monument doors 

This path is fixed now . 

Are you able to send me a screenshot of the monument doors and I will look in to them further
