Permission problems

hello,  im trying to find whats the problem i have from month ago but i cant find it.  all players can use all commands even without permissions and i dont know why. y trien deleting all files and reinstalling plugin, but perssist the problem. 

people types /turrets on/off and  works even chat says  you dont have perms,,,, but works

yes i hear that alot and will try to fix asap 

most simple fix for now is to make sure you in a team, on a single person its doing weird
