Trains do not want to stop

hello there, im just curious how the trains stop? like the Caboose just keeps running around the map, i have set its stop time to 2minutes. also the armoured trains, easy/medium/hard never seem to stop even upon attacking them, config for it is almost stock ive just added a few extra wagons to them, they are set to not attack first Any help would be great

Also further on from those issues, I have "Allow damage to the train driver [true/false]": true, But the driver does not take damage
