anti offline raid not working

I have a problem, I set the block only offline raid item to true but raids can still be done

also setting block only offline raid to true, when I restart the plugin the message appears that all restrictions are removed

Blocking starts to work after 1 hour since the player left

when I activated it there were offline players and their base was raidable even after an hour and in any case the players who went offline yesterday were still raided after 4 hours, do you think there is something I did wrong, because I can not understand
