Rates for VIPs not working

Im trying to set float rates (2.5, 3.5 ) for my vip1, vip2 and vip3 rates. But it didnt work, even config file not changing.
By the way, i cant even create third VIP. Can you help me?

Wanna clarify, yes - Im changing config file and i tried to create third VIP in CS file, i see third VIP in config but it didnt work

I am re-writing the plugin from the ground up. So any issues with this should be resolved in version 3.0.0 coming soon.
