Configuration to allow players to request the convoy with a cooldown

is it possible to configure this so that non-admin players can request the convoy and have a set cooldown between requests? for example, they can request convoy run once every 48 hours. we have a low pop server, having this run on a frequency is too much. also we're having issues with the pve settings, the convoy is attacking players that are not involved in the event

The convoy can only be started by an administrator or it can be started automatically. You can also use any plugin that can send commands to the console to launch the event
