Still Cannot Split Stacks of Weed

When I split stacks of weed in half or via the amount slider, one stack is proper and the other stack is only one, no matter the split.  I have stacksizecontroller, and have set stack sizes for sticks to 1000.  Also, when I recombine the stacks, the stack of one is not counted (e.g. split a stack of 10 in half, I get stacks of 5 and 1.  Drag the stack of 5 onto the stack of one, and I only have a single stack of 5).  I don't get it.

My server players are saying every time they pick up a hemp plant it is giving them weed 100% of the time since the new update

Is there any other plugin installed on your server that messes with stack sizes? Because this plugin has been tested with stack size controller and it works fine
