command not work

After uploading script, 

does not install ,

does not show up at /perms

does not create a config

/skin does not work "Unknown command skin"

Please help

Your plugin is not compiling. You have problems with the compiler. Please get your server and your "plugins" folder in order.

It was on our end some file corrupted and indeed compiler issues
