Stuck on uploading

First time using the tool after purchase and every time I click on "Submit to Workshop" I get stuck on the "Uploading..." overlay, and my browser will open up to this.

I have steam installed, opened, I own Rust on steam as well.

Unsure what's going on, I'm hoping this is just user error as it likely may be.

I have also attempted older versions with no success with the same issue stated prior.
