Crafting % chance not working

Hi Mate

The line; 

    "What % chance each craft should they have for their item to be enhanced?": 1,

This doesn't seem to actually be 1% since I just crafted about 20 hoodies in a row, every one of them was enhanced. Can you look into this please?
