Edit your config for lock protection permission to no be empty:

"Lock Protection": {
    "Permission": "lockmeup.protect",
    "Admin": true
  }

If the Permission is empty string "" it would assume everyone has that permission. Just put something that you wont give to anyone, or use the default.
