Sound Clip on Command?

Is there a way to have a Sound Clip play as a Player Joins my server, But also Another Sound clip I can Use in a command?

For Example a command Only me (the Owner) of the server can use that everyone on the server can hear like a Alarm.

Is this sound link set in the config or by command?

I don't Understand your Question. I was asking if I can use a Admin only command to put out a sound file that everyone on the server can hear?

I already have your plugin set to where players come in and they hear a welcome sound.  I was wondering If I could somehow use a Admin command to hit a second sound file. (for the server to all hear at same time)

This can be done, I'm asking in what way this sound file link is set up.
