Map Marker flashing on screen across the map to all players

Map Marker flashing on screen across the map to all players. You can se in the screenshots I'm nowhere near the Water Treatment Event yet I still see the Red Diamond Marker.

Was the event forced stopped or reloaded midevent or it happened randomly sometime.

No to both, I just notice it happening randomly. I never reloaded or stoped any plugin while the servers was live. I also never changed the configs on this plugin in many months. 
 

just something I notice randomly happening
