Crafting Out of base

Having Problems crafting outside of base also able to research blueprints without using scrap

"Yes the steps are simple go outside tc range and craft low quality fuel other one is put 50-60 scrap in a box then learn blue prints with a teir 1-3 workbench the scrap will not get used but you learn the blue print"
