Can I chnage the save interval time for skill tree?

No, it's hard coded to save OnServerSave().

I will add a config option to the next release though.

ok great! Seems like its saving the same time as the server and it is causing server CPU to drop and lag server for a couple seconds.

Its because most plugins will save during that time.
