Understanding the restart time

I have several reports from players complaining that their next day's reward is not being unlocked and they still see “COMPLETED” on the bottom button. I'm trying to understand how the daily reset system works, but I can't figure it out. See if you can help me.

My server uses London time, as I can see in the oxide logs.

In my configuration, I have:

Can you help me understand why you can't claim the reward?
