Is there a way to create factions within this pluggin or do I have to look for other mods to get this to work? I have seen some discussions from others that desire the same.  If there is a mod that others are using to enable this functionality please let me know.

Hello, could you clarify exactly what you mean by fraction?
But, at the moment, the answer is probably no, because this plugin is responsible for filling NPC Monuments, standard events, biomes and roads.
