having installed the plugin there are issues with Nextgenpve plugin as we cant kill them. any ideas?

Try it on a test server without NextGenPve. Maybe he takes Npcs for players. You need to contact the developer of this plugin

I checked, on my server, even with the NextGen PVE plugin, there are no problems with NPC spawn. Try to remove it from the server and start the convoy. Maybe it's your other plugin
