PVP players being attacked by their own base

I'm having players that have flagged as PVP with SAM sites on their base being attacked by their own SAM site.

Is this a misconfiguration on my part or an issue with the plugin.

I tested by laying down 4 foundations, placing a TC on it and a test gen to power the SAM site. Activated PVP mode with the /flag at a safe zone. TP'd back to the test base, then took off in a mini. I was shot down when I left the ground.
