Wont shoot players on PVE server?

    I have installed this on my PVP Dev server with no issue, however, I loaded it for this wipe on my PVE server and it won't shoot players. Is the a setting to change for PVE?

    Also, the chat dialogue comes up in russion even with the english plugin loaded.

    I see in console the plugin unloads/reloads with no errors. This is the same map file I have installed on the PVP server.
