Quarries spawn sometimes.

Is there a way to have the quarries populate all the time?  i have everything set to 100 percent spawn rate but noticed on restart the quarry monuments are hit or miss.  

I have my server rotate monument locations due to people trying to wall off certain ones. ie the pumpjack one to have unlimited fuel.

To get a monument with 100% probability, use this setting.
