The Reduce decay

Seems like the Reduce decay (0 to 100%) does not work?
It updates the hours until decay but it takes the same amount of resources.

So for an example when we upgrade to 50%
In real time it's 10 min between the pictures bit on server it's 22 min in the Protected For info

Attached my config if I've done something wrong there?
