How to obtain green liquid from containers

After having some players test it - they are unable to sell to NPC because the liquid has no way to take out of the containers. 

They are using blue water jugs to collect from purifier - after they go with the jug to NPC and it doesn't have an option to sell from the jug.

Is there a different way to sell to NPCs?
