Requesting the addition of a hook

So I have a plugin that calls in an "air drop" to spawn a base through CopyPaste.
The intention of this is to be use to create the players "starter base" through /kit
Works great overall. Only issue is that it's spawning NPCs because of the general settings I use on the server.

The general population of the server would be okay with this. Though the newer player base would be shocked by it. And there's the possibility to exploit it to just keep spawning more and more NPCs.

So in my usual way of overexplaining things lol. Would you be able to add a hook that will allow plugins to request/block the spawning of NPCs on supply drop spawning?
