Are you referring to the time before another event starts?  If so it's in the beginning of the config in seconds. 

  "Minimum time between events [sec.]": 10800.0,

  "Maximum time between events [sec.]": 10800.0,

Is this what you mean? Change this and use something to convert minutes to seconds if needed.
