after server reboot it seemed to of fixed my errors 

Tested it for past 2 hours now and all seems fine

As for my Scrap Problem - it seems of been fixed

I removed a plugin called Barrel2Inventory - this makes everything from a barrel go straight into your inventory BUT having this plugin made it so it did not count the scrap
