Skills not resetting at wipe

Ever since you added the new feature where if the transfer skill is not active it should wipe all players, it does not wipe all players.

 

This is 2nd month in a row players keep their skills

 

Can we please make it wipe 100% on next wipes?

Please send config and data files, also ask for an example of players with whom the problem occurs
