Permissions keep dissappearing

After everytime the server reboots all the permissions that were set for itemperks dissappear.   I can't seem to figure out why its doing this.  Any ideas?  None of my other plugins do that.

Is the plugin fully loading on restart?
I have seen issues with servers in the past where random plugins won't actually load when the server starts for whatever reason. Usually a delayed reload fixes it.

This time in the reboot since I have it rebooting every night it did not wipe the permissions.  Very odd.

Changed Status from Pending to Closed
