How to get the level to show up in chat

when i first started the plugin and gave the perms i had a level system in chat how do i turn this on as i want this permanently but it went away on its own 

You should be receiving a message like: "You gained a level and earned {0} skill point.\nNew level: {1}". This message is sent directly to the player.

If you aren't receiving it, delete your lang file and let the plugin regenerate it.
