Location: Enter elevator at R18 (right of military tunnel), take elevator all the way down, exit and go down spiral staircase.

This is really weird because the tunnels are auto generated. I may have to rebuild the entrances

 

edit: I've generated a whole new network twice and there's always a mismatch at that particular area. I will get to the bottom of it 👍
