Randomly Not Doing Player Damage

Sometimes they do damage, sometimes they do 0 damage to players.

Running good bit of plugins- from Skill Tree, Bradley Tiers, True PvE and lots more..

I see no error on the consoles when this issue is occurring-
i have went through true pve- and have even completely rid did true pve with a default config and yet they still randomly do no damage- any help would be appreciative.

Are the players on the same team? The player that called the drop?

This is happening to myself as well as other people.

 

I throw signal- 

Bradley lands- shoots me over and over does no damage.  (Brought a random person to test and same for them) (Not Teamed)

I delete bradley-

Throw another signal- 

Then it lands and kills us both
