Please describe the problems in more detail. I don't quite understand what you want to tell me.

The specific situation is as follows: Player A is conducting activities in a certain monument, and he stayed here for a long time. Even after his permission period expired, Player A still did not leave the monument. At this point, the monument did not pop player A out of the monument area. After player A's teammate player B enters the monument, both player A and player B can participate in all the contents of the monument. This situation is likely to occur, not 100%.

That's right, but why are you marking this as a bug?

It should be a mistake for players to use this to achieve unlimited occupation of monuments. It is inconsistent with the original purpose of the plugin.

1) Technically, it is very difficult to limit players to own the monument permanently if they have teammates, because they can disband it and after the capture become a team again.
2) The player can still stay on the monument's territory after he gets lost, but he will not be able to become the owner again, which means that any other player can come and become the owner, and then the player will no longer be able to take the loot.
