numbers after the letter

what do the numbers after the letter of the tier correspond to?
for example [A 0.06]

They represent the buff value.

For example, A is the tier of the buff, which simply dictates it's rarity and the values that it would traditionally roll between if generated by the plugin. The numbers represent the value of the buff rolled (or specified). 0.06 would equate to 6%.
