After PVP duration expired, the ruleset did not change back. This is with regards to the TruePVE setting.

Create not "default" ruleset for Safe time.
Example: 
Safe Tiem RuleSet: "PvERuleSet"
Raid Time RuleSet: "PvPRuleSet"
