Cannot figure how to use permissions

Hello, 

I have changed: 

        "Needs Permission (null = No)": true,

However, I am unsure how to append a permission to it.

Any help would be appreciated. Still cannot figure it out. Unsure where to add a permission, for example talkingnpc.quest1.

Sorry i did not see this message the perm would be somthing like "Needs Permission (null = No)": "talkingnpc.CustomPermHere",
