New Signs Get Added on Restart

We have been having an issue where the plate has been flickering and haven't been able to figure out why, but just figured out tonight that a mini had multiple signs on it. It appears to be adding a new sign every restart. We shot off about 20 or so signs and the flickering finally stopped when we were down to the last one.

Oh bugger. I'll need to write a routine that checks if there is already one in position and doesn't add another.
