random spawn

Players complain that they always have the same base that spawns several times in a row (3 or 4 times).
Is the spawn random?
Isn't there a way players don't have the same base every time?
I should point out that I have around twenty different bases per level and that I have tested them one by one with rbe [basename] [difficulty] and some are all valid.

Require All Bases To Spawn Before Respawning An Existing Base

enable that and it will randomly rotate between each base until all of them have spawned, and then start over again.
