Staff not even in moument

My mod is busy building in his base, and gets this messages from to time, see attached

This parameter is only for administrators with level 2 rights. Moderators do not fit this description

however he is still being mentioned by Monument Owner to become event owner of the Giant Quarry, his base is no where near the Monument Owner bubble.

I don't understand what your problem is. First you sent me a screen where the player in the chat receives a message about what he needs to do to become the owner, and now you are trying to say that he is constantly the owner of a giant exavator. I'm confused. Describe again the problem you are facing. Clearly and in detail, with all the details

A player/mod is in his base building, his base is not near any 'Monument Owner' bubbles, however in the screen shot "shown above", he is presented with the option to become an Monument owner of the giant Excavator. both him and myself are at a loss to why this would be happening.

You can provide me with a video that will show what kind of player he is, where he is and what messages he receives. And also send your date files for each monument?

It was last map, there has been a wipe since then, if it happens again i'll be sure to let you know
