Can't Get It To Show Images

Using the command in the server console, I'm entering:  notify.allplayers 0 Hello and it's only showing "Hello" in chat.  Even tried changing it to 1 and still the same result.  I want it to look exactly like the screenshot, because that's so neat.  Help?

There are 3 ways to implement a plug-in command:
1.  Chat
2.  F1 Console
3.  Server Console (looks like a Windows command prompt window)

@RustMaker Commands in the Notify plugin are universal, so they are available from all three implementations: chat, F1 console, server console
