demo file processing inconsistent

I have noticed that there are a number of demo files being saved to the server triggered by F7 reports that are never being uploaded to discord.  This seems to be the case more so on the servers that have the rolling mode turned on:

There is the config, please let me know if there is any other diagnostic data that I can provide to assist in pinning identifying this challenge.
