I give up. This hasn't been working properly for months, I deleted my data file, it appears to be working now, to what extent is unclear.  

**Edit** As I have been saying for months, any stackable item, like ammo, if left in the PortableLocker, following Death, Plugin Reload or Server reboot will no longer be stackable afterwards.  So still broken.
