Difference between the Sci vs Scare folders?

Can you tell me what the difference is between the Sci and Scare versions? I don't see it documented.

sci and scare are same plugin but scientists only spawns the scientist npc and scarecrow is built to run the scarecrow npc.
the cfg can remain the same outside of the kits used (melee vs ranged)
