how do i make other plugins stop reloading

Hi, I downloaded this mod and added it to my server and the ui command keeps on disappearing when i do /perms is there any way i can fix this

Hi, im trying to give myself auth 2 on my server. I gave myself ownerid through the console but it still says i need auth 2. How do i fix this
