Changing the harvest price in a new city

Hi, how do I increase the harvest price in a new city or product amount?
I'm getting too much for 150 scrap: 200 potatoes, 74 pumpkins, 184 corns
I waited about 10 minutes and the harvest can be collected again, this is nonsense, you can farm as much food as you want for 150 scrap
Moreover, I was able to collect even after going outside the fence, if I climbed over the fence
